“Discretion”
§ 191.918. Breast-feeding in public permitted
Notwithstanding any other provision of law to the contrary, a mother may, with as much discretion as possible, breast-feed her child in any public or private location where the mother is otherwise authorized to be.
This is the Missouri statute on breast feeding. Here are the two definitions of “discretion”:

Noun:
- The quality of behaving or speaking in such a way as to avoid causing offense or revealing private information.
- The freedom to decide what should be done in a particular situation.
The law could easily be read to have quite opposing meanings - in one interpretation, a breast feeding mother might be compelled to be as “discreet” as possible; in another, she could exercise the freedom to breast feed in whatever manner she felt like.
